With over 15 years of experience in the federal health space, Rich leverages his extensive expertise in federal health capture management and partnership development to strengthen APV's engagement with key federal health clients, focusing on strategic alliances and business growth. Prior to APV, he led McKinsey & Company’s client development initiatives and capture management activities for high-priority opportunities within the U.S. Department of Health and Human Services (HHS). Rich’s experience also includes a decade serving in the Office of Acquisition and Grants Management (OAGM) at the Centers for Medicare & Medicaid Services (CMS). During his tenure at CMS, Rich held several key roles, including Special Assistant to the Head Contracting Authority and Manager of Data & Analysis, where he was instrumental in modernizing acquisition processes and overseeing contract management operations.
Rich has served on multiple NCMA Woodlawn Committees since 2016 and was elected to the Board of Directors as Secretary in 2023. Rich has a bachelor’s degree in economics from Bucknell University, and a Master’s degree in Data Science from Loyola University.
